Director Paul Haggis is looking to cast The Break Up star Vince Vaughn in the film version of Richard Clarke's inside-Washington memoir, Against All Enemies. Vaughn would play former Treasury Secretary Paul O'Neill. Against All Enemies chronicles how the Bush administration handled the al-Qaida threat both before and after the Sept. 11 terrorist attacks. Sean Penn has already been cast as Clarke with James Vanderbilt working on the script.
